The person who gave Master Sergeant Fox the cape was indeed Alcaster. The one Master Sergeant Fox had turned out to be Item #1102109, the cape he made to combat the cold of Map #211000000 when he went there to study magic. After asking for the cape, he asked me to get him some items so he can make another one for me.
